Neither of the above answers is correct. The plus/minus category is very similar to the one used for years in hockey.

Long used by coaches, it has nothing to do with individual numbers. It is tied exclusively to a team's performance. While a player is on the floor, the official scorer records the score differential in terms of a gain (plus) or loss (minus). For example, if Dick Nibbler enters the game with the score tied, and leaves with his team ahead by 7, he gets a plus 7. Conversely, if he enters with his team ahead by 14, and leaves with a 6-point lead, he gets a minus-8. These figures are compiled for every rotation of every player in the game. The totals are presented in a game and season cumulative format, and players are ranked based on their per-minute figure for the year.

Players who are weak on defense tend to have low plus/minus totals. Offensive stars (such as Kobe) who also play great defense will have a higher rating. Also, if Kobe is on the floor with 4 teammates who suck on defense, his rating will go down. The plus/minus rating is directly related to how well the 5 players on the floor perform as a team.

assist to turnover ratio.

example: Jason Kidd has 12 assist and 3 turnovers against who ever. His +/- will be 9.

its called the lenovo stat and is used to determine the effectivity of a player in combination with his teammates on the court.
